The threat from chemical, biological, radiological, nuclear and explosive weapons is real, substantial, and growing. Jurisdictions, across the country, are home to a number of chemical manufacturing plants producing ammonia, chlorine, formaldehyde, hydrogen fluoride, sulfur dioxide and phosgene. An attack on any one of these manufacturing plants would result in deadly consequences. A response to such a threat must involve the entire community and not be limited by individual jurisdictions and organizations acting on their own. Response to terrorist or CBRNE type incidents is extremely complex. It calls for the rapid integration, coordination, and synchronization of multiple governmental and non-governmental organizations from numerous jurisdictions and hierarchical levels, each with different response capabilities, into a unified response.
